Evolution in Transaction Costs and Ownership Structure of Public-Private Partnerships: Shonga Farms in Nigeria

Abstract

We discuss how transaction costs were alleviated and institutional voids bridged in the biggest and most successful foreign involvement in Nigerian agriculture: Shonga Farms. The longitudinal case study of this public-private partnership enables us to draw general lessons for long term developmental investment projects in emerging market economies. We argue that building conditions of trust based on long-term commitment, appropriate modes of financial contracts, and transitioning of controlling interests from the central to the regional government, and then to private actors, may be distinguishing features of successful projects. We contrast our case study with other schemes that failed.
